Student 2025/26: Notification of Changes for UK-based partnership arrangements

For 2025/26, data on UK-based partnership arrangements will be required from providers in England and Wales, to the extent that this data is not already being collected via the HESA Student record or the ILR. A new entity and field will be added to the Student record in order to facilitate understanding of these arrangements.
This is in line with the initial outcomes of the major review of the Student record and Aggregate Offshore record.
Providers in England and Wales
The coverage of the record will be expanded from 2025/26 for providers in England and Wales to include a subset of students linked to the reporting provider by UK-based partnership arrangements, to the extent that this data is not already being collected via the HESA Student record or the ILR. Specifically, this covers students who are not registered with the reporting provider but who receive the majority of their teaching from the reporting provider.

A new entity will be added to collect data on the organisation or organisations with responsibility for student registration. The entity is required for all student engagements at providers in England and Wales and must be returned where the reporting provider is not responsible for registering the student, or where they have shared responsibility for registering the student. The entity can be submitted on an optional basis where the reporting provider has sole responsibility for registering the student on their engagement.

The Registration role entity records the organisation(s) that register the student on their engagement. The entity can be repeated to capture cases where multiple organisations are responsible for registering a student.
Where the reporting provider has sole responsibility for registering the student, their UKPRN can be included in the Registration role entity on an optional basis. If the reporting provider has shared responsibility for registering the student, their UKPRN must be included in the Registration role entity in addition to the ID of any other organisation with that responsibility. |

In the majority of cases, a UKPRN will be returned in this field. If a UKPRN cannot be returned, providers should submit valid entry 5043 ‘Other UK private body’ or 5044 ‘Other UK public body’.
