This algorithm uses look-up tables provided from data initially supplied by the Office for National Statistics (ONS). Postcodes (full and outward) are mapped to UK counties, regions, unitary authorities and local government districts to provide an XDOMUC01 value. The mapping table (XDOMUC_LAUA_mapping) for XDOMUC01 can be found within the Download lookup data folder located on the Derived field specifications page.
Where a valid postcode is provided, and this matches on the ONS Postcode Directory (ONSPD), then the XDOMUC01 value is output. Where a valid postcode is provided (valid postcodes include terminated postcodes), but does not match the ONSPD, then UK not otherwise specified is output. (This would only occur as the result of a validation switch for a postcode introduced after the release of the ONSPD version in use by HESA).
Country codes are returned for other UK and non-UK domiciled students.
The August ONSPD update is used to ensure that all postcodes valid in a reporting period can be validated during submission.

Technical Specification
Please note: in the following specification, the table suffix '_(Y2)AUG' refers to a year-specific reference derived from the reporting year. For 2013/14, Y1 is 13 and Y2 is 14, thus for 2013/14 the table suffix would be 14AUG, and for 2014/15 the suffix would be 15AUG, and so on.
The HESA Data Management table STATIC_DATA.FULLPC_LOOKUP_(Y2)AUG consists of 6 columns: Full Postcode (F_FULLPC, VARCHAR2, 8); X coordinate (F_OSEAST1M, NUMBER); Y coordinate (F_OSNRTH1M, NUMBER); Region (F_GOR, CHAR, 2); Country (F_CTRY, VARCHAR2, 2) and County/Unitary Authority code (F_XDOMUC01, VARCHAR2, 4). This table is created as part of the processing when the ONS postcode data is loaded into Oracle.
The HESA Data Management table STATIC_DATA.OUTPC_LOOKUP_(Y2)AUG consists of 7 columns; Full Postcode (F_FULLPC, VARCHAR2, 8); Outward Postcode (F_OUTPC, VARCHAR2, 4); X coordinate (F_OSEAST1M, NUMBER); Y coordinate (F_OSNRTH1M, NUMBER); Region (F_GOR, CHAR, 2), Country (F_CTRY, VARCHAR2, 2) and County/Unitary Authority code (F_XDOMUC01, VARCHAR2, 4). This table is created as part of the processing when the ONS postcode data is loaded into Oracle.
The following process is used to calculate an XDOMUC01 code allocated to each Outward postcode in STATIC_DATA.OUTPC_LOOKUP_(Y2)AUG:
- If the outward postcode maps to a single county / unitary authority code (a code of the format CXXX), set XDOMUC01 to this code.
- If the outward postcode doesn’t map to any county / unitary authority codes, but maps to a single country code, set XDOMUC01 to this country code.
- If the outward postcode doesn’t map to any county / unitary authority codes, but maps to multiple country codes, count the number of full postcodes in the outward postcode area which fall within each country:
- Set XDOMUC01 to the country with the highest number of full postcodes.
- If there are two or more equally high, set the one with the alphabetically lowest country code.
- Otherwise, for each outward postcode, count the number of full postcodes in the outward postcode area which fall within each county / unitary authority area, ignoring any outward postcodes which map to country codes:
- Set XDOMUC01 to the county / unitary authority area with the highest number of full postcodes.
- If there are two or more equally high, set the one with the alphabetically lowest county / unitary authority code.
