Codes 1-3 are to be used for students who are registered at the reporting provider. "Registered" for the purposes of HESA's data collection is to be interpreted as being identical to the definition of registered adopted by each provider's Funding Council or Regulating Body. "Offshore" for the purposes of HESA's data collection means outside of the UK. The Channel Islands and Isle of Man are not part of the United Kingdom. “UK HEP award” and “award of the reporting provider” include cases where awards are joint awards of UK HEP and overseas partner organisation(s). Codes 1 and 2. In this context "Overseas campus" means a campus set up as a branch campus of the parent provider. As such it is seen as no different from any other campus of the provider. In some cases a commercial partner may actually own the physical structure. However where the reporting provider effectively owns and manages the intellectual operation, this is regarded as an overseas campus of the reporting provider. Code 2. Included in this type would be collaborative provision with an overseas partner organisation(s), some types of collaborative provision are sometimes described as 'franchised' provision, consortia and joint award arrangements. Collaborative provision denotes educational provision leading to an award of an awarding provider delivered and/or supported and/or assessed through an arrangement with a partner organisation. This approach is in line with the QAA Code of practice (for the assurance of academic quality and standards in higher education, which can be found on the QAA safeguards of higher education site on the QAA website. Not included under Code 2 is distance, flexible and distributed learning provision which should be returned under Code 3. Code 3. "Distance, flexible and distributed learning" denotes educational provision leading to an award of an awarding provider delivered and/or supported and/or assessed through means which generally do not require the student to attend particular classes or events at particular times and particular locations. This approach is in line with the QAA Code of practice (for the assurance of academic quality and standards in higher education, QAA Quality Code for Higher Education. Distance learners overseas. There are a small number of distance learning students studying outside the UK who are funded - e.g. Crown servants overseas and the Services. For these students a full individualised record is needed. All other distance learning students studying outside the UK should be included in the Aggregate return for students studying wholly outside the UK. Code 4 should be used where students are not registered students of the reporting provider but are studying overseas for awards of the reporting provider. This includes validation arrangements. Students studying under articulation arrangements but who do not meet the criteria of being either registered with the reporting provider or studying for an award of the reporting provider are not included in the Aggregate offshore record. |
